In the environment of economic globalization, companies need to improve theircompetitiveness, performance management as one of many key factors which decisions forthe development of companies is very important management techniques with practicalvalue.Performance management theoretical research have three levels such asorganizations, departments and individuals. At present, the theoretical study of theperformance in organizations and individuals are more concentrated, but the theoreticalstudy of the performance is less in department appraisal. In a manufacturing enterprise, theperformance of the productive sector plays an important nexus is the middle part of theorganization and individuals performance, it undertakes the organization’s goalsdecomposition and collections the creativity of individuals. Sector performance, on the onehand, emphasis on group cooperation in the sector, on the other hand, contacts with thecoordination and cooperation between the departments.The manufacturing process of X’s production systems, including in train bodywork,overall manufacturing, painting and so on, It has a complex process, a variety ofproduction methods and different technological characteristics. In such a productionsystem, you need to establish a comprehensive and scientific system of performancemanagement. It has to help the company achieve strategic objectives, but also reflect thefocus, also need to assess the performance of each production sector, and to improve andguide the sector’s work.This paper studies the theories and methods of sector performance management,and summarized the general process classic theories of performance management, X as theactual case, X as the actual case, for the common problems of the departmentalperformance appraisal, using the practical analytic hierarchy process and fuzzy evaluationmethod to construct a set of objective and scientific performance management system. ItReference to the idea of the Balanced Score Card and uses questionnaires, expertinterviews and other methods to construct the index system. The indicators correlationanalyzed by the Minitab statistical analysis software, the assessment scales are sated by clustering analysis, then the fuzzy comprehensive evaluation. The performancemanagement process is records, the performance management system of continuousimprovement program is regulated and the performance appraisal information system isdesigned. Through the use of performance evaluation of the production sector in the X, itsummarizing this performance appraisal system extended to the similar manufacturingenterprises.
