In view of the existing problem in the human resources performance management and performance appraisal of our country state-owned farms, researched on the main objectives of the design of the middle management personnel performance appraisal system of the first division S group. Through the research and analysis of the related theories and methods of the performance appraisal, the method of combining theory and practice was used. The current performance assessment of middle managers in the first division twelveth group was systematically and comprehensively analyzed, pointed out that the problems in the performance assessment, the use of AHP method, the establishment of a new performance evaluation index system, and put forward countermeasures, measures and suggestions. The research content of this paper was divided into five parts.(1) The content, the purpose and significance of the research, and the current situation of domestic and foreign performance evaluation were summarized. In existing theory on the basis of our country present state farms middle management personnel performance appraisal status and the existing problems of analysis. And then put forward suggestions and countermeasures to the problems.(2) On the performance evaluation of the concept of the introduction, the system to explain the relevant concepts and significance of performance appraisal, and summarizes abroad and foreign research results and differences, and the importance of the middle management personnel performance evaluation in the state-run farms and human resource management.(3) Studying deeply the present situation of state-owned farms in middle management personnel performance appraisal, there were a lot of problems, these problems were not conducive to the further development of performance assessment, had a negative impact on our country state farms development.(4) Taking the first division of the twelveth group's performance appraisal of middle management staff as an example, through investigation, questionnaire survey, expert discussion method, the corresponding index was obtained, Using analytic hierarchy process to get the weight of each index, then set up the index evaluation system and evaluation criteria.(5) Through the previous discussion, the paper put forward the suggestion of index system in the process of implementation, in order to achieve the role and significance of the development of state-owned farms and the better the performance appraisal. In this paper, the main objective was to study the performance evaluation system of twelveth group, are pointed out in the performance appraisal of the its problems and causes, and then put forward solutions, measures and suggestions. In order to provide favorable guidance to the reform of performance appraisal of middle managers of state-owned farms in human resources.
