| County area tourism is an important spacial part of regional tourism, with the rapiddevelopment of tourism industry, tourism economy has become the important pillar of the countyarea economy and plays an important role especially for optimization of regional industrystructure, fostering the development of urban and rural areas as a whole and the urbanizationprocess, expanding employment opportunities, improving people’s living standards and theimage and reputation of the county.As the promulgation and implementation of Tourism Law from October1,2013, it becamea law that the local people’s government at the county level should put tourism development intothe national economic and social development plan, which brought the development of countyarea tourism to the agenda of the people’s government. In recent years, there are a lot of typicalcases of successful domestic tourism development. With the rapid development of tourismindustry as a whole in Shandong province, county area tourism in Shandong province also madegreat progress, for example, Yishui county was listed as "star of2011county tourism" nationally,county area tourism in Yinan county has also become another uprising star. More and morecounties have realized that county area tourism economy is one of the important channels topromote county area economic and social sustainable development. However, the study ofcounty area tourism are mostly limited to take a county or a few counties as an example,revealing scientific generalization of the universal law of county area tourism development andthe academic innovation become the bottleneck of the county area tourism development research.This paper will take the first14strong tourism county in Shandong province as the paradigm andmake a further analysis and research on driving force and development mode for county areatourism development led by the government, to seek the universal law and critical way ofachieving county economy pulling effect to develop county area tourism effectively.Based on referring a large number of domestic and foreign related research results, tourismplanning at county level government in Shandong province and the government work report,documents from provincial, city and county tourism authority, this paper learns how to use themature theory such as tourism destination life cycle, regional tourism competitiveness andregional tourism development mode and uses AHP method to analyze all kinds of influencefactors for county area tourism development mode in Shandong province and establishes acreative multi-level comprehensive evaluation index system for strong tourism county, it studies and analyzes the comparative index which pulls county area tourism an effective and fastdevelopment under the mechanism of government leading, departments cooperating, it points outhow to break the bottleneck of county area under the government-dominant mode. This paper isdivided into the following five parts:(1) Introduction: Summary and related evaluation onresearch focused on the county area tourism both at home and abroad.(2) Related theories:Distinguish the concepts of county area tourism, county economy and county tourism economy,county tourism development mode, county tourism competitiveness and competitive tourismcounty, use competitiveness theory and county tourism development mode as the crucial basictheory in this paper.(3) Pulling effect on county area tourism development created by Shandongcounty area tourism development and strong tourism county creation: This part emphasizes onresearching the distribution of counties in Shandong province and tourism resources abundancein those counties and reveals the current development situation, it also analyzes the background,status quo and longitudinal comparisons before and after of creating strong tourism county inShandong province and even to the provincial level and summarizes the pulling effect caused bystrong county creating mode.(4) Construction and evaluation on multi-level comprehensiveindex system for strong tourism county development: This part analyzes and evaluates theinfluence factors of pulling effect, sets up the multi-level comprehensive evaluation index systemfor strong tourism county development in Shandong province and applies AHP method to acomprehensive evaluation of strong tourism county development based on the index system, usesAPH method to determine evaluation index weights and analyze the evaluation results.(5)Empirical analysis on the pulling effect of county area tourism by the creation of strong tourismcounty in Shandong province and development countermeasures: Based on the comparison ofrelated data before and after creation of strong tourism county, it makes an empirical analysis onscientificity and practicability of the evaluation index for strong tourism county and putsforwards some countermeasures for the further development of strong tourism county..The main research conclusions of this paper are as follows: It establishes a quantitative,systematic multi-level comprehensive evaluation index system for strong tourism countydevelopment by using AHP method. This system thinks the creation mode of strong tourismcounty has a strong pulling effect, during the process of creation, those elements play a crucialrole in strong tourism county development, such as government leading mechanism, tourismeconomy development level, industrial positioning and the investment tourism resources andattractions, tourism enterprise scale, while tourism marketing, transportation, modern tourismfunctions, social environment, human resources are the supplementary factors. |
