The Effect Of Province-county Directly-relating System On The County Development

With the development in counties."Province governing counties" system has turned into a important topic in theory."City governing county" built in last century is badly obstructing the need of tunes. At present, many provinces of our country are exploring the reformation of "Province governing county" system, including reformation of finance, administration and so on. As a success. Zhejiang province introduced politics and measures to developed counties" economy in1992.1997.2002.2006and2008. which had been called "Strong county empowerment", and till now, Zhejiang province has built a overall "Province governing county" system in all counties. With the further advancing of the "Strong county empowerment", the trends are becoming more obvious that the reformation will be carried out form by finance to by administration.This article focused on the influence in counties’ economy with the reformation of administration. Firsty. it discussed the history from "City governing county" to "Province governing county" system, studied the obstruction of "City governing county" and the problems it caused, pointed that only the "Province governing county" system can fit with the times. Secondly, some classical theories were listed, combining some new understanding to support the opinion and raised supposes. Then, through establishing a theoretical model, analyzed Zhejiang and Jiangsu province of the1990-2011data for a sample: Finally, with the theoretical and empirical analysis of the "Province governing county" system reformation,tried to offer some proposals to the reformation.Through theoretical analysis and empirical test, we obtained that the right reform can promote county’s economic growth, while the right reform differences led directly to different expansion efficacy. It mainly displayed in:(1) In the same province, the effect of expanding rights to part of the county was much larger than all of the county reform:(2) Reform effect relates to the important departments was more obvious;(3) The more developed the county was. the more significant the effect of reform was;(4)ln a certain period of time, the effect of longer reform was more obvious.
