In market economy, the government bears the “final responsibility” for the socialsecurity system. As the burden brought by the urban basic old-age insurance issignificantly different within any area of China, the efforts made by the government tobalance the various regions is very important. However, due to the lack of a unifiedsubsidy rules, financial assistance granted to regional urban basic pension insurance israndom. So it is necessary to establish relation between the burden of basic pensioninsurance and its financial assistance, in order to know whether the fiscalresponsibility of government in basic pension insurance is in place.Following is the analytical structure of this paper. Firstly based on statistics from“China Statistical Yearbook2011” and research findings of other scholars, the paperconducts a quantitative analysis of the current situation of urban workers’ basicold-age insurance burden from four aspects, such as maintenance rate, historical debtlevels, pension fund gap level, and per capita contribution rate. And after that thepaper uses factor analysis to get the final ranking of the burden of the basic pensioninsurance in different regions in China. Then it analyzes financial assistance made tothe basic old-age insurance among regions by percentage of subsidy expenses infinancial expenditures. Third, it uses the correlation analysis method to establish thelink between the basic pension insurance burden and public financial support for thelocal urban workers. After getting the result, the paper provides possible suggestionsto solve the problem.Based on the quantitative analysis, the paper gets the results:(1)the basicold-age insurance burden born by regions are vastly different in China. Thoseindustry-based provinces, like Shanghai and Liaoning, bear the heaviest endowmentinsurance burden, among which Shanghai ranks the first, and Liaoning the second;While those costal provinces, like Guangdong and Zhejiang, carry the lighterinsurance burden.(2) the coefficient rate0.717indicates that financial support amongdifferent regions made to the basic old-age insurance is basically enough.Those two conclusions are the main innovations of this paper. However due tothe lack of enough references, the paper don’t make further study on the correlationanalysis and can’t make enough constructive suggestions. But this field is sure to be the author’s further research part.
