Nowadays, human resources have become the primary resources of the society, it takes an important strategic position in the modern economic and social competition. The level of its development will determine the degree of its utilization of material resources; Meanwhile, its fully development can also makes up for the lack of material resources, especially in such a large agricultural country. Developing, allocating and making good use of rural human resources is an important way to promote agricultural structure optimization, agricultural growth, and a reality of the need to promote the process of agricultural modernization, as well as a fundamental way to solve the "three rural" issues and even for China’s sustainable Development. Faced with a huge population pressure, knowing how to develop, make good use of rural human resources, and transfer human resources into capital is a problem that many scholars have explored.Based on the analysis of the theory of human resources, mainly takes Yueyang County as an example, the paper makes a multi-angle survey of Yueyang County’s Rural Human resources through empirical analysis and quantitative analysis, coming to the related factors that affect Yueyang County Human Resources. Put forward effective measures to solve the Yueyang County human resources on the basis of the connection between theory and practice. Meanwhile,I hope that this paper can bring a certain reference value for future researchers.
