In recent years, along with speeding up the pace of the market economy, China’s agriculture and rural economic development community has increasingly become a hot issue of common concern. Solve the "three rural" issues related to the primary sector and the whole economy healthy and harmonious development. Data show that from2007to2011, China’s total output value of agriculture, forestry, animal husbandry and fishery were4.8893trillion RMB,5.8002trillion RMB,6.0361trillion RMB,6.9319trillion RMB and8.1304trillion RMB over the same period the proportion of GDP was6%,5.7%,4.5%,4%and3.8%. Although animal husbandry and fishery output has expanded each year, but the proportion of GDP accounted for domestic but in declining. Low efficiency of agricultural production, inadequate investment in agricultural science and technology constraints of China’s agricultural development is the main factor.Based on the above background, this paper theoretical efficiency of agriculture and agricultural science and technology induction theory as the theoretical perspective, the use of DEA-Tobit two-step method of Hunan agricultural production efficiency and investment in agricultural science and technology to agricultural production efficiency. Study found that:the overall efficiency of agricultural production in Hunan Province, technical efficiency and scale efficiency have shown significant regional differences in the characteristics and cyclical fluctuations. Agricultural science and technology talent on agricultural production overall efficiency, technical efficiency and scale efficiency were significant positive impact on agricultural science and technology talent into every one percentage point increase in agricultural production overall efficiency will increase0.398units of agricultural production technology efficiency of0.472units agricultural production scale efficiency of0.329units; agricultural science and technology funds to agricultural production overall efficiency, technical efficiency and scale efficiency were significant positive impact on agricultural science and technology funds for each one percentage point increase in agricultural production overall efficiency will increase0.467units, the technical efficiency of agricultural production0.345units, the scale of agricultural production efficiency of0.458units.
