The significance of cultural soft power in international competition has beengradually recognized by the Chinese Communist Party and the Chinese government.In order to meet the cultural demand of the masses better, vigorously strengthensocialist culture construction, realize the cultural cohesion and the value of scientificand technological culture must be attached great importance. Science andtechnology is the first productivity, correspondingly, the scientific and technologicalculture also has become a main stream of culture, and that the technology content ofculture raises higher, the scientific and technological culture becomes more valuable.The progress of the society is indispensable to the prosperity of culture, theconstruction of socialist culture must carry forward the practical and rational,exploratory, exploration, questioning, empirical, truth-seeking spirit of culture ofscience and technology, constantly achieve social function. Scientific andtechnological culture as rational crystallization of social function of science andtechnology, it not only enhances the cultural atmosphere of science and technology,but also improves the technique content of culture, and to create a new cultural form.In this paper, based on the related theory of the construction of scientific andtechnological culture and social culture, the author mainly analyzes the role ofculture value performance of scientific and technological culture in the constructionof social culture on the aspects of spirit, system, implements, clears the factors thatinfluence achieving the cultural value of science and technology in the constructionof social culture, thus, proposes the ways achieving the cultural value of science andtechnology in the construction of social culture, and then improves the cultural softpower and the comprehensive strength of our country. In today’s society, the construction of social culture is a significant portion of "five-in-one" layout, weshould actively utilize use the deep integration of the culture and science andtechnology, promote cultural communication vigorously, strengthen the culturalcreativity, finally, realize the modern transformation in the process of servingmodernization.
