In recent years, with the increasing development of the national economy, the State Grid Corporation of China grasp their position in the national energy strategy accurately, promote the grid hardware, change the mode of company development,improve the developing patterns of electronic and energy. Through unremitting efforts,the SGCC has become the company which has the world’s highest voltage level, the largest scale systems and strongest resource allocation mix AC and DC power,and also because all of this we have to improve our ability to control large grid,enhance specialization, detail management and put forward higher requirements.In accordance with the existing administrative divisions as well, local road development method, is difficult to adapt to ever-changing development, also requires SGCC to promote organizational change and institutional innovation.According to the development trend of Flat architecture and intensive management in the modern enterprise.Construction of "Three sets of five" system,is the practice for the SGCC thoroughly implement the scientific concept of development, services, and promote economic development mode,also it is the necessary requirement for relations of production to adapt to the development of productivity,as well it is the only way to achieve strategic objectives, creating "two first class".Human resource intensive is the most important part of the "three sets of five" system construction, the concrete work includes institutional settings, staffing,personnel work, salary management etc.This thesis describes the power supply enterprise "Three sets of five" system construction process and the results has been achieved. Through researching,statistical analysising of existing problems, the authors put forward the proposal with her own suggestions, to advise power supply companies a more reasonable and more scientific institutional setting.
