With the development of knowledge-based economy, knowledge-intensiveenterprises and their knowledge workers has gradually become a force of the neweconomy. The capability of knowledge management has become the key to the corecompetitiveness of enterprises. Through the effective management of human resources,companies with excellent capability of human resource management (HRM), can not onlycreate greater value for them, but also help them obtain sustained competitiveness. Also,how to improve human resource management, and promote the transformation of thehuman resource management to strategic human resource management, has become animportant issue facing knowledge-intensive enterprise.The never-ending changes and improvements of information technology hasrevolutionized how the traditional enterprise operates. The use of the ERP and BRP hassubstantially improved the operational efficiencies and management level of theenterprises. The management of the enterprises has become standardized, scientific andsystematic, and the economic benefit has improved by a big margin. In the age ofknowledge-based economy, the key to keep competitive for a company is to create newthings and improve the capability of innovation. As far as the management of intelligenceis concerned, we need to free the staff from trivial matters and rallies their intelligence.Therefore, the information of Human Resources Management should be on the agenda.H Software R&D Company as a Group-based company, is a typicalknowledge-intensive enterprise. The vast majority of employees are the knowledge staff.Human resource management issues currently facing are the same as the mostknowledge-intensive enterprises, so this company starts the construction of e-HR systemunder the premise of the enterprise information progress to a certain degree.The paper uses comprehensive way, such as literature research to analyze thecharacteristics of knowledge intensive enterprises and human resource management. Andthe paper also proposes the necessity of e-HR’s construction and difficulties encountered.Besides, the paper obtains a general enterprise e-HR system blueprint by industry (e-HRsystem) study. The paper explores the construction of knowledge-intensive enterprisee-HR system guide, with reference to those two research results. Through thequestionnaire and interview survey of H Software R&D Company and data reduction andanalysis of the survey results, the paper figures out the typical needs of H’s e-HR systemby combining with the application of information technology. The paper gives an guidance for e-HR system’s overall construction practice of H software research and developmentcompany after the integration of the e-HR system building guide and H’s e-HR systemneeds, and also puts forward an implementation methodology called "five-step rule".
