Strengthen the construction of public culture service system of urban and rural areas is an important task of building a well-off society in the great practice. The seventeen session of the six plenary session of the Central Committee of the party put forward clearly, we should focus on promoting the engineering deeply of rural public cultural, and formed a relatively complete public cultural service system in rural areas as soon as possible, so that the masses of rural people to share the fruits of economic development. To promote the integrated development of urban and rural culture and combined with the concrete practice of building a new countryside, we should let the rural public cultural service really operate is particularly urgent. Since the1990s, the "public satisfaction evaluation" that originated in the enterprise management has gradually become the focus of academic research in public management problems, however, there have bigger difference in the basic elements and index evaluation choice. At present, the evaluation system of satisfaction of rural public cultural service is lack in China, the system of public cultural services to farmers’ cultural demand has not been established, resulting in the decline of rural public cultural service. In view of this, this paper proposed some empirical research on public satisfaction theory of rural public cultural service based on the field survey, and on the basis of the results from Dangyang city in Hubei Province, in order to provide the reference of theory and Practice on the reference for construction of public cultural service system in rural areas in China.The full text is divided into six parts. The first part is "introduction", this part mainly explains the background and significance of the topic, the definition of related concepts, research methods, the framework structure and the main innovation. The second part is "literature review", this part aims to make clear the basic theory, firstly, the basic concept of public satisfaction with the exponential model; secondly,briefly described followed by the development of rural public cultural service research at home and abroad, as well as the service satisfaction research on rural public culture were summarized; finally, make a summary and evaluation of the research literature. The third part is "research model and empirical design", this part mainly based on absorbing the public satisfaction index model research results, combined with the research situation of rural public cultural service domestic and abroad, construct the satisfaction of rural public cultural service evaluation model based on public satisfaction. In addition, the empirical research program of this paper also including the questionnaire, sample selection, data collection, etc.. The fourth part is the "statistical analysis and discussion" data, this part using SPSS statistical analysis software to get the questionnaire data analysis, such as factor analysis, cross analysis, variance analysis; at the same time, this part gives an assessment of public satisfaction questionnaire of subjective content; finally, discussed and explained the statistics of the results. The fifth part is the "suggestions" strategy, this part mainly analysis and discuss some problems are clear of rural public cultural service for the fourth part, and promote public access to public service satisfaction for our government to improve public service quality, and puts forward some countermeasures and suggestions. The sixth part is "the summary and outlook of the research", this part points out the main research results of this paper and the inadequacy of the existing research, and puts forward the direction for future research.The innovation of this papef is mainly manifested in three aspects:(1) The innovation of research perspective. This paper tries to highly unified the utility and profound. In view of the background of the construction of public cultural service system, we put the rural public cultural service as the research object and based on the public satisfaction theory of rural public cultural service evaluation research, so that build a scientific theoretical system of public cultural services in rural areas.(2) The innovation of research method. This paper tries to realize the highly unified the qualitative analysis and quantitative analysis. First of all, with the research results, the public satisfaction, rural public cultural service such as the contents of a normative analysis of detailed, construct the satisfaction of rural public cultural service evaluation model based on public satisfaction. Secondly, using the web information search, questionnaire survey, interviews and other methods to complete satisfaction of rural public cultural service sample collection. Finally, we use the social statistical analysis software SPSS17.0quantitative analysis, and strive to achieve the statistical results are reliable and accurate.(3) The innovation of research conclusion. This paper seeks to achieve the unified of countermeasures can be operational and forward-looking. The questionnaire survey based on the data from Dangyang city in Hubei Province, on the basis of precise and quantitative SPSS analysis results, propose targeted, practical policy suggestions, public satisfaction in order to improve the rural public cultural service.
