China has been one of the countries with higher energy consumption per unit of GDP, is facing serious energy waste and inefficient use of energy and the problems that to be solved.In the implementation process of energy-saving emission reduction and energy-saving,a new energy saving mechanism based on market operation has been developed,namely the Energy Performance Contracting.lt has a very important practical significance for the implementation of sustainable development in China, the construction of a conservation-oriented society, and to promote energy-saving work of the society as a whole.With the short introduction of Energy Performance Contracting in our country, the development is not maturet.As a new thing, risk management and income distribution problems that we face in the course of the project on Energy Performance Contracting is lack of systematic and comprehensive understanding, nor can learn from any mature experience.The main purpose of this study is to evaluate the risk of Energy Performance Contracting projects and give scientific guidance for risk management; establish energy-saving income distribution model to determine the energy-saving benefits of both cooperation and the basis for further research on the impact of energy-saving benefits of the project allocation factorsratio.On learning and drawing at home and abroad on the basis of Energy Performance Contracting theory and practical experience, Energy Performance Contracting in-depth research;firstly an overview of the meaning of Energy Performance Contracting projects, features and mode of operation, the project risk assessmentand the theory of income distribution; Secondly, Energy Performance Contracting project risk evaluation index system based on risk identification results of the various stages of Energy Performance Contracting projects, the overall project risk assessment values derived through the establishment of gray multi-level evaluation model, and gives the project implementation various stages of risk prevention and control measures. Again, according to the coefficient of the risk factors focus on the impact of energy-saving income distribution, through the establishment of a utility function to construct the Nash equilibrium equations, draw the energy-saving income distribution model to obtain the cooperation of both energy-saving income distribution ratio.Finally, the theory of the risk assessment and energy distribution of income used in the actual case, in order to verify the operability of the present theory and practical significance.
