The government energy-saving policies are a series of principles and strategies that centering on the energy exploration, production, supply, prices, consumption, environmental protection, economic development, and the aim of these policies is to saving energy. With the growing importance of the energy-saving work, the government had designated a series of energy-saving laws, regulations and standards since the 1980s. However, to the effect of the implementation of these policies, we must have an objective of its dynamic evaluation, in order to enable the government in subsequent designation and implementation of energy-saving policies in each other, and better conservation of the building society.This paper focus on quantitative and qualitative analysis of the calculation method to evaluate the effectiveness of the implementation of energy-saving policies, and these policies will forward the vision of performance evaluation after the two directions of depth and expand. Classing these policies which are more than 20 years into seven areas,such as comprehensive energy resources, coal, oil and gas, electric power, the environment and important areas. Then, analysis the historical evolution of them, and note on the government energy-saving policies which implemented in key areas. Research on energy-saving policy system of the developed countries, and in light of Chinese energy-saving system that its policy differences. Using of grey cluster model on the implementation of the Government energy-saving policies typical provinces and municipalities classified and analysis. Using of GM (1, 1) forecast model typical economic zoning on implementation of the energy-saving policies of the performance of the calculation and analysis of quantitative. Establishing a multi-phase and multi-model assembly preferences based on the subjective judge on experts. Qualitative analysis of the typical regional implementation of the energy conservation policy performance.This is the first quantitative study of a typical implementation of the regional energy–saving policies performance, and based on this, a qualitative analysis of the establishment of a new model. In addition, the energy-saving policies of the government from the perspective of dynamic multi-scale evaluation overcome as a result of changes in the surrounding environment and the impact of their own evaluators caused by errors, more scientific evaluation.
