Research on building of energy-saving in China is entering a new phase of vigorous development,with the civil building of energy-efficiency standard system has been built.But the study on evaluation of energy efficient building standards is seriously lagging behind,resulting in new energy-saving buildings' Pass rate less than half of new buildings.And there are some output errors among the evaluation of qualified energy-efficient buildings,which caused by defects of evaluation methods exist in itself.So,in order to effectively implement the realization of building energy efficiency standards,strengthening the evaluation system of residential energy conservation is imperative.In order to promote the construction of the perspective of sustainable development effectively in light of current research,while referring to the successful experience of study abroad,and defined in the evaluation mode of operation.As a result of these, taking shape a closed controllability of the process of evaluation circle,which including energy-saving design review and construction supervision and the completed acceptance.And there have been made some researches on energy-efficient building standards and the related technology in cold regions,worked up a evaluation index system of the project,which involves the construction of the overall energy consumption,building design,construction maintenance of the structure,construction and building air conditioning systems heating technical and economic evaluation.And use AHP analysis to determine the weights.Finally,a residential energy-saving evaluation system model is established in the paper using Multilevel gray evaluation method.And then,combination of evidence,to verify the evaluation system's preliminary design be reasonable and scientific,as well as follow-up evaluation system for energy-saving residential expansion of research work to lay a foundation.
