In human resource management system, work and personnel quota management is the most basic work, and it plays an important role for human resources management and development(HRMD for short). Building a sound scientific standard system of labor quota and accelerating the institutionalization and standardization process are great significance will enhance the level of Human Rresources Management System(HRMS for short) and achieve sustainable development.In recent years, many laws and regulations have been promulgated and implemented, such as "law on EMPLOYMENT CONTRACTS". labor employment situation has changed greatly. Adapting t0it, Sinopec starts to strengthen labor management, create harmonious labor relations. All of these have profound impacts on employment management.With the rapid development of Sinopec and expanding production scale of ZPEB, problems appear gradually in HRMD, labor quota for the institutionalization, standardization and standardization. To meet the needs of the rapid development of oil fields, improve team competitiveness in domestic and international markets, strengthen labor quota for management to play their important role in the production and management, building oilfield sound scientific labor quota for standard system is very important and urgent.This paper collected the national standards, industry standards, China’s Sinopec Zhongyuan Oilfield corporate standards and corporate standards in the years Zhongyuan Oilfield Work Quota management practice, based on the current domestic and international management theory combined with the new trends, the existing standard and advanced scientific research and evaluation of effectiveness to carry out scientific Zhongyuan Oilfield Construction Work Quota standard system research. Through research, clarifying the business Zhongyuan Oilfield, oil production areas into categories according to analysis to determine standard conditions with the capacity to develop business, preparing quota for standard system, strengthen the capacity standard comparison and analysis, and constantly improve the standard system opinions.
