Accompanying the development of social economics and the improvement of enterprise management, work and personnel quota, especially the design of standard personnel system is playing a more and more important part in human resource management. Nowadays, the research of standard personnel system in China is in a stagnant state.Benefiting for the growth of social economics and aviatic market, airport industry, especially the medium-sized international airports which are charged with the primary transportation mission have a steady and fast increment. At the same time, the research of medium-sized international airports' standard personnel system is still a vacancy.The research in this thesis used both quantitative and qualitative analysis methods. This research selects a typical medium-sized international airport as object, builds its standard personnel system through field survey.This thesis has values both in theory and practice. In theory, it enriches the work and personnel quota theory, fills in the blanks of the design of standard personnel system, and makes beneficial supplements for the modern HRM. In practical, it makes it possible that the standard personnel system could be used rightly in the enterprise. With the help of this system, according to the strategy and the goal of the organization, the enterprise can be sure about the quantities and structure in a certain period.Certainly, the research of this thesis is only a preliminary attempt. There must be some deficiencies. And its results must be examined in practice, and need to go deeper in further studies.
