| Under strong promotion for EPC projects in CNPC, T oil field launched "KS" and other12risk exploration blocks and "DN1-TZ" two natural gas development blocks for cooperating. During the past seven years of foreign cooperation, the production and operation of every projects have been launched, but for the owner under EPC projects the establishment of Managing Indicator System has not clarified. Currently, there are few researches about Managing Indicator System for owners among EPC projects in oil field. And EPC projects of China National Petroleum Group have just started, therefore the existing research achievements are mostly theoretical ones or case studies, without systematic demonstration, lacking of qualitative and quantitative analysis.This paper is based on the results of previous studies. First of all, considering the managing practice in DN1-TZ two risk blocks of T Oil field, it designs and proposess a Managing Indicator System for EPC owners which constituted by eight core elements (or indicators); secondly, it designs two appropriate questionnaires and conducts a survey among the relevant leaders and experts during DN1-TZ projects, and therefore confirms the need of the system for International Cooperation Department of T oil field. Finally, referring each corresponding indicator of the system, it analyzes the performance of DN1-TZ practice and finds the corresponding problems, causes, and the countermeasures. Currently, EPC projects of foreign cooperation in oil field are increasing every year, or will become the main form of project management. This paper is an exploration to the system of owner management of international cooperation in oil field. It can provide some reference and guidance for foreign cooperation for EPC projects, increase owner management level of EPC project among domestic oil field and provide assistance for promoting international cooperation. |
