China is now standing at the changing period when the economic pattern changing from planned economy to market economy. Directly impelled by benefit mechanism, the credit intention of the whole society is weak which correspondingly makes the breaking faith phenomena very common in construction market. Many participants in construction domain break faith in different extent which becomes the factor badly restricting the healthy development of construction industry, thereinto, breaking faith by owner directly or indirectly results in other participants' discredit and becomes the headstream of discredit in construction market. Actually there are little restriction and limited punishment to owner, such status causes the owner's opportunism selection, so owner's frequent discredit makes economic order of construction market out-of-order. Based on such background, the dissertation selected the owner in construction domain to be the research object, defined the owner's concept and credit behavior and divided owner into three types, including government investment project owner, the owner specially embarking on construction project and the owner amateurishly embarking on construction project. It was proposed that the existing project management pattern should be changed in order to perfect the credit main body especially for government investment project owner and the owner amateurishly embarking on construction project. Only the main body who had clear property right and had professional capability could be acted as owner. After analyzing the information asymmetry between owner and other participants, information economics and game theory method were applied to set up owner-supervision game theoretical model for studying and establishing owner credit supervision mechanism. On this basis, it was proposed that the owner credit management system should be set up for three kinds of owner, participants, credit system, rating standard and uniform credit information database inside the system would together guide and restrict owner's credit behavior. The credit management system theory was used to defend and apply in solving owner's default problem. To be as the effective composing part of construction market credit management system, the establishment of owner credit management system settled the foundation for construction market credit management system.
