Empirical Research On Foundation And Operation Of The Residential District Owner Organization

According to the development target announced at the 17th CPC National Congress, on construction of socialism harmonious society, the government function is transforming gradually, urban grassroots society administrative system is changed profoundly. "Small government, Great society" is the future society administrative model and the objective of community construction. As the representative organization of the proprietors, the owner congress and the owner committee becomes to an important grassroots mass organizations after the residential committee.This paper summarizes the theoretical achievement on grassroots social administration and community governance home and abroad, draws lessons from the foundation and operation of the residential district owner organization in other countries, combines with the specific reality of the foundation and operation of Guangzhou residential district owner organization and the current situation and exieted problems of the guardance and supervision to owner organization by the Guangzhou grassroots government. Put forward some countermeasures and suggestions to assist the owner organization operating smoothly, such as definitude the role orientation of the government, improve the community administration of grass-roots government, enhance the administrative regulation, strengthen the guardance and supervision to owner organization.Firstly, through literature research, concludes citizen governance theory, conflict management, collective action and the experience of grassroots social administration and community governance home and abroad and the foundation and operation of the residential district owner organization in other countries. Provide theoretical basis for sloving the existed problems during the foundation and operation phases of the residential district owner organization after comparison.Secondly, through empirical study, on the basis of primary data from investigation, quantitative analysis the information and correlation between variables, reflects the current foundation and operation status of Guangzhou residential district owner organization and whose existed problems. Thirdly, combined with symposium and depth interview, analysis the cause of the existed problems, arranges the interviewees' expectations, provides relevant reference for perfection government grassroots community governance in the future.Finally, after taking the current situation into consideration, puts forward some countermeasures and suggestions for promote and standardize the foundation and operation process. Such as definitude the role orientation of the government, enhance the administrative regulation, implementate government's guardance and supervision function, enhance propagation and education, supply relevant trainings, create the public participation environment, innovate community participation system, establish social coordination mechanism, introduce independent third party supervision mechanism. Co-promotion by the government, proprietor and market, implement the community harmonious development.
