With the comprehensive liberalization of the banking and the increasingcompetition,the profit which is based on interest rate spreadtraditionallyis facing more and more challenges, commercial banks have to explore new management model. In December2006, the China Banking Regulatory Commission(CBRC)has promulgated a regulation called"Guidelines on Financial Innovation of Commercial Bank" in order to helping the commercial banks adaptthe new situation. It is the first time to propose the requirements of "Process-Oriented Bank" in regulatory filings. The regulation is aimed to promote commercial banks reform from divisional banking structure to process-oriented banksrealisticallyfor adapting the need of financial innovation. Through this measure,the management of banking will improve to a new step which has perfect marketing and servicefunctions in the foreground, a strict control of risks in the middle and effective supports in the back-office, and through the construction of operating platform will make the effectiveness of system for sure.As a leader of commercial banks in West of China, Bank of Shizuishanhas built a business model which is regarding customs as the center and providing different service to them. But compared with it,the management model and the construction of operating platform still have a long way to go.This article is based on the improving of the business model and the operational platform in Bankof Shizuishan. The author makesancomprehensive analysis on the branch transformation, service channel development, background project processing, risk control and performance evaluation and so on. In the same time, this article has researched for the Bank of Shizuishan business model and operating platform and has designed a transformation of business model and the way of constructing the operational platform. In the main research methods, this article analysis on the business facing to customs in branches and uses theBusiness Value Chain Model to focus on the point and make sure of branch transformation. This article also tries to sort out financial products classified IDEFO process analysis with a combination of methods to build banking processes system framework, and make it a start for analysis of major businessprocesses.Moreover we use Enterprise Risk Management(ERM) to analysis the problem on risk in operation progress. In the article we plan the operator platform by a Schema-based program, and design the operating platform by applying the concept of service-oriented.Four features exist on this article:Above all, the author raises a concept of branch transformation from both soft and hard environment and puts forward solutions on service deliverybyapplying on multi-channel way to achieve integration of electronic banking. Furthermore, in the background business, the author proposes the centralized manner according to the Bank ofShizuishanrealisticallyon the bill business, credit business and accounting treatment. What’s more, in the control of risks, he advances that integrating Compliance and Operational Risk to manage the operational risk. The last but not the least, due to using the architecture model in the designing of operationalplatform,the Bank ofShizuishancan consider the specific system as an overall perspective. It makes the structure of operation platform reasonable and turn the following needs which facing service-oriented design more adaptable.
