The Research Of Countermeasures For Development Of Telecom Industry In Liaoning Province

Today Chinese telecom industry is undergoing an impact and baptism of new technique, for the development of the industry, which are both a challenge and also an opportunity. As basic service industry, telecom industry plays an important role in region’s economic development. When it comes to the revitalization of Liaoning, which is a leading region of old industrial base in northeast China, the prosperity of telecom industry will not only promote the further optimization of industrial structure, also accelerate the information process of economic development significantly. After several telecom reforms, telecom industry of Liaoning province has made great achievement, but it also faces many problems. Under the new industry situation, in order to inject new vitality to the development of the telecom industry in Liaoning province and to realize further development of this industry, we not only should base on the actual situation of the region, and must adhere to the concept of innovation.In this paper, the development status of the telecom industry in Liaoning, facing problems and the causes have been analyzed and discussed, with the analysis of Liaoning province’s telecom industry economic operation analysis in recent years and literature research. And, some countermeasures and suggestions on the development of the telecom industry in Liaoning province have been put forward from the perspective of industry management and enterprise operation. Telecom industry in Liaoning province facing many problems, including the business income is in slow growth, market structure needs to be optimized urgently, and the effect of government regulation is unsatisfactory. To solve above problems, some countermeasures for development of the industry have been put forward, which are introducing private capital, implementing asymmetric regulation, clearing regulatory responsibilities, completing the means of regulation, rationalizing regulators to strengthen industry regulations, realizing full the positive effects of guild, guiding telecom enterprises to update corporate culture and perfecting business processes, promoting the strategy of intelligent pipeline.The innovation of this paper lies in:one is in the perfection of the industry regulation, this paper come up with the standpoint that we should give full play to the role of the industry associations. Let it cooperate with the competent department of administrative supervision of telecom operators. And this paper has also made preliminary ideas about the mode of industry association’s regulatory functions and so on. The other innovation lies in the aspect of speeding up the industry innovation, this paper advocates the cooperation forms of industry technology innovation alliance, enhancing the university-enterprise cooperation during the telecom industry’s developing in Liaoning.
