Our country tobacco enterprises how to fundamentally improve the level of performance and operational efficiency has become an urgent problem of its development. Performance management as an important sector of the human resource management. So companies can use it to the staff of scientific investigation, in order to achieve the rational development and utilization of human resources and business development goals.In this article, Shaoyang City Tobacco Company performance appraisal system as the research object, through the advanced performance management concepts and practical experience, analysis of enterprise performance appraisal problems and find out the reasons.On this basis, through the balanced scorecard and key performance indicators method to design a set of effective performance appraisal scheme.
