Research On Government Supervision Of Affordable Housing

As a kind of public goods, the supply and distribution of affordable housing shall be guided by the government. However, the government, civil servants and the public,which are a "rational economic person", have their own interest preference. Therefore, government has the tendency to not supervise or supervise with lowest cost, and civil servants have the probability of power rent-seeking, as well as common public have interests pursuit of "hitchhike". To prevent those problems from happening on affordable housing, the mechanism and system of supervision shall be improved to promot the regulated supervision of government so as to make sure the publicity of affordable housing.Based on the theory of affordable housing at home and abroad,the thesis takes the practice of affordable housing policy in Fujian as an example. It basically analyses the collected data by use of documental research, field research and statistical analysis. Through the research and analysis, it finds out that the construciton of affordable house in Fujian has already made achievement in current stage and the project of affordable housing has been considerded to be the primary project of livelihood projects for all the government. At present, the policy, objects, house resources, procedure, result and quit of distribution are all public disclosed, and the system of affordable housing distribution information publicity has been established and improved. Moreover, the audit mechasim of family housing and economic situation by many deparments has been formed, and the basic supervision system of affordable housing based on the provincial condition has been established.There are also some successful experience of the supervision as follows:the first one is to implement the system of goal responsibility, the second one is to open fast access to the approval of the construction, the third one is to form the supervision mechanism of special fund, the fourth one is to prevent the problem on construction quality and corruption,the fifth is to strengthen supervision of renting and sale of affordable housing, the sixth one is to improve the post management, the seventh is to establish the system of discipline inpection.The thesis also finds out that although the supervision system of affordable housing in Fujian has already fundementally established, and been implemented effectively to guide the practice, there are still some problem as follows:the first one is that the supervision system and facilities is imperfect and the effect of publicity is not good, the second one is that there are some weakness in the supervision system of auditing and distribution methods and the function of publicity is limited, the third one is that the post supervision and the construction of regulatory authority are imperfect, the mode of supervision is single, and it is lack of effective quit system. For those above problem,there are four reasons as follows:the first one is that the idea of supervision is backward that influences the effectiveness of supervision, the second one is that the construction of regulatory authority is imperfect that influences the effectiveness of policy, the third one is that it is lack of policy basis on the supervision, the fourth one is that the implementation of supervision is not effective.To solve the above problem,the thesis states that the establishement of supervision system of affordable housing in Fujian shall be guided by the government and be the responsibility of functional departments. Meanwhile, the establishment shall be participated by the public and be according to the requirement of the Eighteenth National Congress of CPC. There are six key aspects for the establishment as follows:the first one is to establish the regulatory authority, the second one is to improve the supervision system, the third one is to optimize process of supervision and implement the comprehensive and multi-level supervision, the fourth one is to strengthen the risk prevention of corruption in key fileds, the fifth one is to improve legislation of supervision, the sixth is to build a network platform of supervision.The supervision of affordable housing is a complex system. The thesis takes the practice of affordable housing policy in Fujian as an example, and basically analyses the weakness in the supervision of affordable housing. However, it is lack of theoretical summize and deep analysis of the weakness. Moreover, the thesis mainly use the documental research, interview and analyses the second-hand date, which leads to the lack of quantitative analysis.Therefore, it shall collect more data about the evaluation of affordable housing by the questionnaire survey.
