Huaxi Public Medicine Information Co., Ltd is a high-tech software enterprise.Founded in1999, its controlling shareholder is West China Hospital of SichuanUniversity. The company engages in R&D, promotion and operation of medicineinformation products. It also plans information system in medical institutions andprovides related consultation service. In2006, the company undertook the “RegionalCollaboration Medical Information Service Platform”, a key item on the “Major Scienceand Technology Program for the Eleventh Five Year Plan Period”. Aiming to solve aworldwide problem of regional classified medical service, the project has made progressso far. It is a strategic problem confronted by the management how to put such scientificachievements to practice and fulfill the appointed targets.This article reviews the theoretic studies on strategic management in enterprises athome and abroad. Then it makes comprehensive analysis of the history anddevelopment trend of the medical information technology. It points out that medicalinformation technology will evolve into regional medical information technology and italso analyzes the problems relating to the development of regional medical informationtechnology.In the later part, the article examines the situation of Huaxi Public MedicineInformation Service Co., Ltd and the West China Hospital. Then it analyzes theframework, content and characteristics of the “Regional Collaboration MedicalInformation Service Platform”(hereinafter short as “Collaboration Platform”) presentedby the above-mentioned company in the “Regional Collaboration Medical ServiceDemonstration Project”. An alternative development strategy is recommended throughthe analysis of the internal and external conditions of the company, and a middle andlong-term development strategy is established. Huaxi Public Medicine Information Service Co., Ltd should focus its operation ontechnical support and market operation for the “Regional Collaboration MedicalInformation Service Platform”. It should accelerate its pilot programs in the selectedarea and improves the system functions. It should put more efforts in publicity andliaison with potential customers so as to enhance its capability to prepare for the officialpromotion. In the middle term, it should seize the opportunity and struggle for marketshare. The company should be positioned as industrial chain integrator in the regionalmedicine information industry. It should gain the competitive edge and buildcompetition barrier by collaborating with shareholders to improve its industrial chainand operating mode.
