Ten years ago, Sichuan Airfield Road was divided from the Sichuan Sixth Construction Company experienced a process from small to large and from weak to strong, has taken shape of a professional company. The company has gone through the survival stage of start-up period and the expansion phase of continuously exploring new business and the multi-business segments. Today, the firm is standing at the critical point for enhance the grade. Will the firm continue to follow the responsive development model of "survival-adaptation-exploration-advancement", or to own the decision-making power and sustained, steady, and step-by-step development which is guided by strategic planning, supported by new business and new segments, and held by solid management? The firm needs to formulate a scientific planning and a development strategies for future.Firstly, this paper analyzes the firm’s external environment and industry competition situation, and views that external opportunities and challenges coexist full of uncertainty. Secondly, the paper investigates the firm’s several important development stages, sums up the accumulation of resources and capabilities during its growth and shortcomings during the process, focuses on the internal resources and capabilities:core resources, the accumulation of technology and organizational and management capabilities, and suggests that the firm’s development should gradually transform from fully market-led model to the model characterised by management, capability, and strategic predictability planning. Thirdly, the paper draws on the strategic position of "upgrading echelon" of Sichuan Airfield&Road and the strategic objectives which support the firm’s strategic choice. Finally, the paper provides the path for strategic implementation, in particular, the paper presents measures to enhance the management level of the Sichuan Airfield&Road.The research closely keeps up with the process of the firm’s development strategy planning and formulation. Ideas, plans and measures are constantly applied to the specific management practice and the problems encountered in the practice are fed back to the research. This pattern not only effectively increases the practical value, and also promotes the theoretical results to guild practical work.
