According to the bio-industry, expected "during the12th Five-Year" period, the bio-industry will continue to maintain a compound growth rate of20%, including bio-medicine part The output value will reach3.6trillion Yuan.Biomedicine is an innovation-driven, knowledge-intensive high-tech industry, with the characteristics of high input, high-risk, high-yield and long cycle. Talent is essential for the management of bio-pharmaceutical enterprises, especially in research and development, production and sale of elite talent. The key to effective use of human resources is that human resources investment performance results. For biotech companies, a comprehensive performance appraisal system will be established and to ensure its effective implementation.The author where NCC Biomedical Corporation reasons of their own, resulting in a performance evaluation system is relatively backward. The main problems are:the evaluation system is not perfect, ones financial indicators, rather than lack of financial indicators; narrow the scope of the evaluation, the lack of evaluation of the environmental and social benefits of the business; comprehensive evaluation of the main; unscientific evaluation criteria; evaluation method is not applicable. This article is based on the analysis in order to better achieve the company’s development plan, an urgent need to adjust the company’s existing performance appraisal system.The main content of this article is divided into six parts. The first part illustrates the research background and significance, research framework and methods, as well as innovation and inadequate compared to previous studies. The second part introduces a performance evaluation study of foreign literature and domestic literature, describes the mainstream performance evaluation method such as the Balanced Scorecard (BSC), key performance indicators (KPI),360-degree assessment method and management by objectives (MBO). In this paper, the case study, target management method to adjust the existing performance appraisal system.The third part describes the particularity of the major biomedical company performance evaluation system, compared to general corporate performance evaluation, biomedical companies involved in product innovation, requires a combination of research and development and other sectors. Therefore, biomedical companies need to be classified according to the actual situation of the departments involved in the R&D, production and sales of the three links for analysis.The fourth part is to introduce the author NCC biomedical corporation and existing performance evaluation system. The basic situation of the corporation, includes the profile, development strategy, financial management status and governance structure; analysis of the company’s units directly under the existing performance evaluation system that there are improvements in the existing performance evaluation system.The fifth part of the combined products for the core business unit system, optimized design, performance evaluation system of NCC biomedical corporation re-build a separate R&D, production and sales departments directly under the new architecture.The sixth part on the basis of case-based analysis is proposed to improve the views and outlook of China’s bio-pharmaceutical industry, the company’s performance evaluation system optimization.The contribution of this paper is to:First, select the companies in the biomedical industry specific study, similar to other companies in the N Biomedical Corporation and industry, has a research and development, production and sales of the full product line through N company’s performance appraisal system optimization proposed industry policy proposals. Second, the combination of N Biomedical Inc., most of the reform of the implementation of the company’s main line of products, the same performance appraisal system around Division after division reform, the original system optimal adjustment.
