But in recent years, especially since Weihai high-speed rood open to traffic, road management range extension, management unit, management person, drafted by and traffic tourist is increasing day by day, the company’s management mode of Weihai road, especially the performance management mode unable to cope with the changing of internal and external environment, so the toll station performance appraisal model for reform at the grassroots level is imminent.This paper tries to combine the highway industry characteristics and the nature of public goods, around two themes that traffic income index and comprehensive management, from quantitative and qualitative, establish a scientific and systematic comprehensive performance evaluation system of highway.
