along with the global economic crisis intensified, the enterprises all overthe world are facing more and more fierce competition in domestic and internationalmarket. The modern competition, is the competition of science and technology,intellectual competition, in the final analysis is the competition of human resourcesdevelopment and utilization. But in the competition with foreign capital enterprise, willfind the biggest difference between Chinese enterprises and foreign enterprises is notthe technology, capital, industry experience and size, but internal management--is howto experience extensive management to scientific management and internationalstandards, and conforms to the reality of Chinese enterprises. However, some of theState-Owned Company in China begin to accept and introduction of this managementmode, but found the actual effect is not ideal. It did not achieve the desired objective,the problem for many reasons, among which the most important is not the foreignadvanced management mode is not sufficient and the enterprise’s own reality, thefloating performance management methods on the surface of the natural can not play itsdue effect. This paper from the application level, the existing A State-Owned Companyuse performance management problems, difficulties and countermeasures are analyzed,providing some reference suggestions on China’s performance management system alsois in the initial stage of.
