Research On The Venture Path And Countermeasure Of Returning Migrant Workers In China

Migrant workers, as a endemic result to China’s urban-rural dual system is a special groupsof our country in a particular period of history. From the end of the1980s to the early of1990s,along with the “migrant workers tide”, a group of pioneer workers choosed to get back to theirhomeland with advanced technology and capital, started some business and set off a wave ofreturning migration entrepreneurs. In recent years, more and more workers join in this troop, thesize and proportion showed a gradual increasing momentum. In this paper, on the base ofprevious studies, I study on returning migrant workers, and defined the concept of migrantworkers and returning migration entrepreneurs, relying on relevant theory. Then the paperreviewed the historical background of China’s returning migration entrepreneurs. I suggest thatthe city thrust, rural tension and the entrepreneurs’ own internal driving force affect the behavior,after analysed the reason of migration entrepreneurs using the “push-pull” theory. After that, thepaper described current situation, achievement and existing problems of returning migrationentrepreneurs from a macro perspective and showed a opinion that the venture behavior bringsnew opportunities to rural development, became a new strong point for promoting local economyand make a difference of “double harvest”. Based on the analysis on factors of migrant workers’entrepreneurs, combined with relevant data, the paper mainly discussed on scale, industrydistribution, business form as well as investment location of the ventures. Followed,complemented by instance of Jintang County, the paper did some empirical research on returningmigration entrepreneurs and discussed how to further promote their venture from the following7aspects: strengthen infrastructure construction, set up pioneer or industrial parks, buildentrepreneurship training system, increase efforts to support financial and tax policies, innovatesocial security system, set up venture information platform, and change work style ofgovernment.
