A Positive Study On The Economic Effects And Influencing Factors Of The Rural Labor Force Transfer In Shanxi Province

We must solve the problem of the transfer of rural labor force if China wants to build a new socialist countryside, to achieve coordinated development of urban and rural areas, to promoting China's urbanization and industrialization process effectively.The process of rural labor transfer is the process of optimal allocation of labor resources.On the one hand it can improve labor productivity in the region and promote regional economic growth; the other hand, when the rural labor productivity is negative,the labor force can contribute to agricultural output; if labor productivity in rural areas is positive,then an adverse impact on agricultural production.The paper,combining the change number of the transfer of rural labor force in Shanxi Province in 1990 -2007 years, instructs its status and characteristics systematicly.On this basis,it makes an empirical analysis of the economic effects of the transfer of rural labor force,including agricultural output effects and reallocation effect;Finally,making the use of qualitative and quantitative methods,it analyzes influencing factors of rural labor transfer in Shanxi province,then raises a number of policy recommendations for the transfer of rural labor force. The result shows that:At present, Shanxi Province are accelerating rural labor transfer, and transfer characteristics is significant.To Shanxi Province rural labor force in rural labor transfer surplus, the agricultural output effect is positive—if rural labor force transfer 1%, agricultural output can increase 3.941%.The output elasticity capital input of agriculture is nearly three times than the output elasticity of land.Agricultural modernization, fertilizer use and great potential of agricultural mechanization in agricultural output such writes the contribution. From 1990 to 2007, Shanxi Province rural labor force transfer to the total annual productivity for 11.85% contribution.The average GDP growth of practical contribution for 10.92%. Factors that influence rural labor force transformation are mainly urban-rural income gap, agricultural production capital investment and rural labor demand. The policy suggestions that accelerat rural labor transfer of shanxi are: eliminate institutional obstacles, perfecting the security system, adjust the industrial structure, the implementation of rural urbanization, industrialization and modernization of agriculture and countryside strategic etc, thus speeding up and promote rural labor transfer.The innovation of this paper is that it conducted a more systematic study on the transfer of rural labor in Shanxi Province firstly and had an empirical analysis of the economic effects of rural labor transfer and influencing factors.On the one hand it provided basis for decision making for the government to develop a more rational use of labor resources;on the other hand, it provided constructive guidance for those provinces which have a similar transfer characteristics in central and western provinces, or other resource-based provinces.
