The Study On Standard And Evaluation Method Of Rural Water Conservancy Construction In Sichuan Province

With the progress of social modernization and rural urbanization in our country, therural water conservancy should meet the requirement of economic and social developmentin the new period. Following the principle of harmony between human and nature, waterresources is optimized allocation and utilization, and rural ecological environment shouldbe improved with modern science and technology as support, and the informationization ofrural water conservancy management system are established, to achieve the transition fromthe traditional rural water conservancy to the modern rural water conservancy. The ruralwater conservancy construction provide important guarantee for agriculturalcomprehensive production capacity and ecological environment health in order to makesustainable use of water resources and the rapid development of social economy.Based on project research, the purpose of this paper is to make scientific andreasonable evaluation of rural water conservancy construction in Sichuan province, andprovide scientific guidance for the development of rural water conservancy construction inthe new period. This paper summarizes and analyzes domestic and foreign relatedstandards, index system of rural water conservancy and modern comprehensive evaluationmethod, and put forward the connotation and characteristics of rural water conservancy inthe new period. Ｔhe status of rural water conservancy in Sichuan province was studiedand analyzed in this paper, and concluded the development problems and gap of ruralwater conservancy, according to the connotation of the rural water conservancy, namelyrural flood security, water resources utilization, water supply and drainage, farmlandirrigation and drainage, rural water environment of villages and towns, rural waterconservancy management. With domestic and foreign relevant specifications, standards,rural water conservancy construction planning as the basis, a set of rural water conservancyconstruction standards accord with the actual situation of rural water conservancyconstruction in our country were formulated.This study put forward the evaluation index system of rural water conservancy inaccordance with the principle of evaluation index selection and layering theory. Due to theregional economic development level, natural environment, topography and otherdifferences in these factors, the evaluation index system of index weight and target valuemay also be different, so the evaluation model is suitable for the rural areas of Sichuanprovince (counties), and all similar areas to Sichuan provinces on affecting factors.By comparing the advantages and disadvantages and applicability of modern commoncomprehensive evaluation methods, variable weight comprehensive evaluation method andprojection pursuit clustering method based on genetic algorithm was chosen to evaluate thedevelopment level of rural water conservancy construction of the selected nine typicalcounties in Sichuan province. Projection pursuit clustering method can directly use theresearch data to evaluate the rural water conservancy construction objectively. Variableweight comprehensive evaluation method can reflect the new idea of balanced,comprehensive and scientific, which are advocated by the development of modern society. By comparing analysis close degree of two kinds of evaluation results and the localeconomic development level, the variable weight comprehensive evaluation method ismore suitable for evaluating development level of rural water conservancy construction.According to the results of comprehensive evaluation, development level of rural waterconservancy construction in Sichuan province belongs to generally low. In evaluation andcomparison of six subsystems, the development of utilization of water resources is betterand development of rural water supply and drainage engineering and rural watermanagement system is bad. The comprehensive evaluation results of rural waterconservancy, indicate the development direction of rural water conservancy construction,and provide theoretical guidance for rural water conservancy construction of Sichuanprovince in the new period and science development countermeasures.
