Water is a key factor of the rural production and economic development. In order to overcome construction problems in rural small water conservancy facilities, several measures should be considering such as improving knowledge, unifying thinking, mobilizing the masses, increasing input, innovating mechanisms. The strategic measures especially the development and management of the rural small water conservancy facilities should be employed to resolve the problems of agriculture and build a well-off society in an all-round way. However, the management of rural water conservancy maybe the important guarantee to keep the safeguard role of rural water conservancy projects for a long time.Adopting the theory of modern property ownership, theory of participation development, theory of public goods, and coase theorem, by means of field survey, colloquia, interview, discussion, and the summary of experiences, the author did systematical analysis focusing on the overview of water resources and agricultural water conservancy, the state of the infrastructure of the small rural water conservancy and their social welfare for drought-relief and economic benefits, as well as the principal weaknesses and their causes, in Neijiang city, Sichuan province. Comparing with other domestic and overseas experiences, this paper presents the corresponding proposal specific to Neijiang city’s small rural water conservancy projects.Combining the theoretical and practical methods, in allusion to the current drawbacks in the construction of small rural water conservancy projects in Neijiang city, based on institutional innovation, the author tries to explore an efficient win-win managerial path for agricultural producers and local governments, which benefits both the economic development and social welfare.
