Our country is vast in territory, due to the differences in the geographical location, resource endowment, and institutional change and so on; the social and economic development of various regions is unbalanced. In recent years, with the rapid development of China’s economy as a whole, each region has faced with the upgrading of the industrial structure, so the regional industrial transfer is imperative. According to the traditional theory of industry transfer, industrial transfer is always from the economic developed areas to less developed and undeveloped areas, the transfer order is always in accordance with the labor-intensive, resource-intensive and then is the high technology intensive industry. However, through the analysis of international industrial transfer process and current situation of domestic industrial structure, this process of industrial transfer is usually accompanied by the imbalance of industrial structure. Stickiness of industrial transfer and the local government’s conflict of interest have played a part in this imbalance. To improve this situation and help the local government of central and western region to develop a policy of industrial transfer, the paper puts forward a number of policy recommendationsFirstly we propose interval industrial structure imbalances in industrial transfer as the specific study object of this paper in the context of the course of development of the international industrial transfer. Then, combined with the status of interval industrial transfer, the paper quantitatively analyses interval industrial structure imbalances in China. Lastly the paper studies the reason for the phenomenon, so as to put forward relevant countermeasures. Specifically, the text is divided into six chapters, the first chapter as the foreshadowing of the full text, introduces the research background and significance, the main research methods and contents, innovation and possible inadequacies and so on. As the theoretical basis of the full text, the second chapter does a brief review and commentary of the quantitative analysis theory on industrial transfer and industrial structure imbalances. The third chapter reviews the four waves of international industrial transference and their influences, and point out industrial structure imbalances as well as its influences under this background. The fourth chapter analyzes the status of interval industrial transfer of China, and does quantitative analysis of the imbalance status of interval industrial structure according to the Factor Analysis. The fifth chapter explains the main reason for interval industrial structure imbalances, which contains two main factors: industrial transfer adhesiveness and regional interests of the local government. The sixth chapter proposes the solution to the problem from the elimination of industrial transfer adhesiveness and transformation of the traditional conception of industrial transfer.The research significance of this paper is to provide a new understanding of the theoretical basis for traditional industrial transfer and provide some policy recommendations for different areas to avoid the negative impact of traditional industrial transfer, at the same time provide a thought direction for the better development of interval industrial transfer. The innovation of this paper is to give a quantitative analysis of the current situation of China’s industrial structural imbalance, which based on factor analysis. The basic principle of this method is using factor analysis to extract common factor which implicit in the original variable, then get the empowerment of the various factors according to the variance of common factors contributing, at last obtain composite score level of industrial structural imbalance.
