The city is the highest form of human social life, and also a sign of humanity towards maturity and civilization, all these factors are influenced by human activities. With the rapid development and expansion, urban is faced with various challenges and pressures. The social problems brought by the aging phenomena highlights the increasingly urgent problem in recent years. The aging population has become a bottleneck and hottest topics of the current international urban development, and the important aspects of urban planning and construction need to be focused on. Combined with the aging society to explore the city’s livability, has important practical significance. The city’s livability evaluation research is a dynamic complex system. The connotation of livable city slowly changed with the change of society form and composition.This paper selects the social reality of aging population, by analyzing the change of the demand of aging population, incorporated the demand and social problems in the evaluation of urban livability. On the basis of the domestic and abroad research, we explored the urban livability evaluation system. By the method of literature reviews, expert opinions and empirical research methods, on the basis of Analytic Hierarchy Process to establish the model, we built the model of the evaluation index system of urban livability. The system included natural environment, economic, social stability and security, infrastructure construction and convenient of living, in total5secondary indicators and17third level indicators. The residential suburbanization trend is so strong in recent years, the second circle city’s livability has improved a lot. The second circle cities are better than the central of the cities to meet the demands and living environment of aging society. So this paper selected the smaller cities which around the large central city as the object of livable evaluation study. Through the analysis and field survey of the residents, combined the Q&A, the result of the index system shows that:Wenjiang district is the most livable city among the second circle cities, followed by Longquanyi District, Xindu district, Pi County, Shuangliu County and Qingbaijiang District. The result deeply shows that the imbalance of regional development and the differences of industrial function. The second circle of Chengdu will not only use their own regional advantages and natural resources, but also in terms of cultural diversity, social security system and co-ordinate planning to make more effort. The goal of the city’s livability is always changing by the development of society, which requires policy and planning to have a more forward-looking vision and ability to grasp trends, and thus to make the livable city construction more effective and rational.
