Problems Pingchang Yuan Town Village Cultural Construction In New Rural Problems And Solutions

Central Committee of the Communist Party of China described the beautiful blueprint of the construction of new socialist countryside with "developing production, improving living standards, fostering more civil behavior, improving the overall cleanliness of villages, and exercising democratic management". But to achieve civilized village, we must construct the culture of a new socialist countryside. The construction of new rural culture is an important way to improve the quality of farmers and rural image. On10August,2012, the conference held in Guang’an on the construction of new rural of integration of industry and village to jointly promotion of Sichuan Province, this meeting marks the new socialist countryside construction in Sichuan Province has been on a new level, The construction of new rural culture has also been placed on a more prominent position.Based on this background, we chose the new rural cultural construction of Zhongling Village in Bazhong Pingchang as the object of studying, Zhongling Village as the model of new Village rural cultural construction in Yuanshan,Pingchang of Bazhong, has a significant representation in the construction of new rural cultural village field. A research for analysis of new construction of rural culture phenomenon has important practical significance. In this paper, the discussion includes the following aspects: Firstly, this article sorted the theory of the construction of the new rural culture, then analyzed the successful cases of the new rural cultural construction at home and abroad:we came to the successful experience about the New Village Movement in South Korea and the new rural cultural construction of Huaxi Village, initially established up the research foundation and theoretical framework of this article.Then in the form of a questionnaire, we get the basic situation of Zhongling Village cultural construction, the attitude of the villagers on the cultural construction and the construction of cultural expectations. We analyzed the initial results achieved in the construction of new rural culture of Zhongling Village. Then we concluded several major problems facing Zhongling Village in current cultural construction:Villagers had low cultural quality, deformity culture prevalent, low utilization of cultural facilities, fewer cultural life of villagers, and shortage of talent in cultural construction, ignition the excavation and protection of cultural resources, the village committee not pay enough attention to the cultural construction. These problems are serious constraints the new rural cultural construction in Zhongling Village.This paper argues that Zhongling Village wants to have a scientific development way, it must attach importance to improve the ideological consciousness of villagers, to carry activities of leathering bad habits and fostering new practices, to establish a learning cultural Zhongling Village, to establish a special cultural construction fund, to cultivate cultural construction talent and to develop a unique culture industry.
