Research On Government Behavior Of Modern Agricultural Development In Lin’an City, Zhejiang Province

The world agriculture generally experiences three stages such as the primitive agriculture,traditional agriculture and modern agriculture. In the process of changing traditional agriculture tomodern agriculture, the “oil agriculture” taken used by science technology progress and intensive landsignificantly increases the labor productivity and agricultural production, at the same time, it also causesthe rising ecological and environmental problems. Under this circumstance, the sustainabledevelopment of agriculture has become the important theme of world agriculture; the modernagriculture development model which takes the green, ecology, recycling, leisure, etc as themes emergesand sweeps across the whole globe. This is the necessary way and effective approach to change theagricultural development way, solve the contradiction among population, resources and environment,realize the unification of economic, ecological and social effects and promote the sustainabledevelopment of agriculture. Since the1950s, the theory research and practical exploration of modernagriculture gradually deepens and develops which has achieved fruitful results and walked out a modernagricultural development with Chinese characteristics. During this process, the government at all levelsbecomes the dominant force in the development of modern agriculture, and plays an irreplaceable rolein promoting modern agricultural development. To carry out the theoretical and empirical research ofgovernment behavior in the modern agricultural development, and explores the role mechanism ofgovernment in modern agricultural development, which has important theoretical and realisticsignificance in optimizing the government behavior in modern agricultural development.This article briefly describes the basic connotation of modern agriculture and the importance ofdeveloping modern agriculture, makes the role definition about modern agriculture’s relatedparticipation subjects such as the farmers, cooperatives, enterprises, scientific research and promotionagencies and government, and briefly describes the connotation of government behavior, therelationship between government and market, and reveals the correlation between modern agricultureand the government behavior and finds out the theoretical reference for government behavior in thedevelopment of modern agriculture on this basis. Then, combing with the United States, Sweden,Australia, Japan and other leading modern agriculture countries’ developing practices and governmentbehaviors, summarize their behavior patterns and paths with regularity and universality and some experiences and enlightenments that can be used for reference. Based on the above theoretical basis andexperience enlightenment, take the typical modern agricultural practice in Lin’an city, ZhejiangProvince as an example, analyze the government’s main behaviors and effects in modern agriculturaldevelopment and the main problems, and further point out some relevant suggestions to optimize thegovernment behavior.
