However, during the process of conversion, the lag of employment structure resulted in some employment problems, and had a bad effect on the economic development and social stability, or even blocked the industrial structure to transition and upgrading. As the northeast Old-industrial Base city, Shenyang has got a big benefit from this policy. Now she is in a period of optimization and upgrading of industrial structure, and the employment has a further optimized, too. But with the decline of traditional industry and the rise of emerging industry, the existing labor supply situation can’t meet the need of industrial development, which resulted in many employment problems. This paper researched the relationship between industrial structure and employment structure, explored the movement tendency of both of the structure near the two decades, discovered the problems, and contributed the solutions to accelerate the optimization and upgrading of industrial structure and employment structure.On the basis of some typical theories of industrial structure and employment structure, this paper firstly analyzed the current situation of industrial structure and employment structure of Shenyang. Then, some research tools such as relativity, labor productivity, employment elasticity and structural deviation are utilized to analyze the relationship and interaction of industrial structure and employment structure of Shenyang. Deducing the conclusion that both of the structure has a close relationship. However, there is an increasingly deviate between industrial structure and employment structure. The industrial structure needs to be adjusted. Many labors are blocked in the first industy. Structural unemployment is very seriously. Finally, based on the questions pointed above, analyzed the reasons from the point of industrial structure adjusting、labor transfer、labor market、 education investment、society security, and the countermeasures are putted forward to promote both of the structure coordinate development.
