As the state having the longest history of government procurement, the US hasestablished a fairly sophisticated policy mechanism in supporting small business bytaking advantage of government procurement. Therefore, by researching on Americanrelated policies of supporting small business with federal government procurement,this article tries to give a detailed description of the legal basis, applicable targets,implementation processes and threshold prices, as well as their defects for referencewhen establishing the related policies. The author studies the related federal laws indetail, refers to many American local websites of small business and governmentprocurement, reads many writings and books from home and abroad. In this way, theauthor successfully clarifies American main policies of supporting small business withfederal government procurement, including the legal background, executing processes,threshold prices and scope of application. Also, the author meticulously describes thesize determination standard and process for small business in case of participating ingovernment procurement. What’s more, the main government organizationsexercising the function of supporting small business are introduced, too. It is worthmentioning that the author analyses some drawbacks of the supporting programsrelated to set-aside policy and reminds policy authorities making wise decision whenreferencing to American experiences to discard the dross and select the essential.
