The Research On The Supervisory System Of American Federal Government Procurement

Government procurement is one of the developmental results of the liberalization of the international trade and the globalization of economy.Government procurement now is an important tool for every government of the world to manage social economy.A perfect supervisory system can guarantee that the action of government procurement should be taken correctly and be truly effective.However there are some defects in the supervisory system of government procurement of our country. U.S.is one of the countries in which the system of government procurement is used long ago.There are also some successful legislations and practices in the supervisory system of government procurement,all of which can be utilized as reference for perfecting the system of our country.Using the methods of comparative study,the author made great efforts to analyze the supervisory system of American federal government procurement.The author also probed into the corresponding condition of China,and tried to give some suggestions on improving the supervisory system of government procurement.This article is divided into three chapters:ChapterⅠis the sketch of the supervisory system of government procurement.It introduces the elementary knowledge such as the conception and essential features.It also point out the guiding ideology about building the system.ChapterⅡexamines the supervisory system of American federal government procurement comprehensively,including the history,subject,object,procedure and the remedy system in government procurement.ChapterⅢillustrates the inspiration about perfecting Chinese supervisory system of government procurement,which is draw from the experience of American federal system.First, this part introduces the situation and flaws of Chinese supervisory system.Secondly,this part gives some suggestions about enhancement Chinese supervisory system of government procurement,by learning experience from American federal system.
