In the last8years, the rural cooperativemedical system from scratch,from small sizes to all of agricultural populations and hasmade remarkable achievements. But in the face of our achievements we can not be bigwith pride, we can not stop. Meanwhile we should actively notice and solve theproblems of the new-type rural cooperative medical system exposed.How to improve the compensation level of the new rural cooperative medicalsystem, cogent reduce the farmer’s burden of medical treatment, relieve poverty whichcaused by disease make the farmer benefit from the system; how to control the medicalexpenditure, so that farmers can get benefits from the new rural cooperative medicalsystem; how to strengthen legislation, to improve mandatory of the new ruralcooperative medical care, so that the new rural cooperative medical law have rule oflaw to obey, to guarantee the sustainable development of the system; how to improvethe supervision of the new rural cooperative medical, guarantee medical fund should beused reasonably and effectively is the main problem we need to solve.By combining the empirical analysis and principal component analysis,firstly we summarized the results of the new rural cooperative medical system both at home and abroad, such as participants in medicare, The necessity of medicare providedby the government medical, qualitative problems of the new rural cooperative medicalsystem in china, the problems of adverse selection and moral hazard model in theprocess of the operation of rural cooperative medical care, the degree of protection ofthe new rural cooperative medical system, the problem of how to raise and use the fund,how to maintain the sustainable development of new rural cooperative medical system,the effect of the implementation of the new rural cooperative medical system. Thispaper also introduces the related theories of the rural cooperative medical care andmainly is some related theories of social security such as welfare economics theory, thelaw of large numbers, Okun leaky bucket principle, and then constructs scientific andoperable evaluation indexes system of the new rural cooperative medical careaccording to the principle of selecting indicators, and introduces the basic situation ofthe new rural cooperative medical care in Chang Yang County on five aspects of thesystem: participation, benefit, health resources, funding, supervision. Then evaluate theoperation of system in Chang Yang County by using principal component analysisaccording to the results of data handled by SPSS software after introducing the basicsituation. At last Summarize the problems such as the low actual level of compensation,the shortage of legislation, medical costs difficult to control, decentralized managementsystem. Put forward Countermeasures to guarantee the new rural cooperative medicalsystem develop sustainably and steadily, such as gradually improve the financing andcompensation mechanism, actively promote the construction of legal system for thenew rural cooperative medical system, to strength the supervision of the medicalexpenses and medical service，perfect supervision mechanism. After comprehensive studying by principal component analysis method,we cansee that the operation effect of the new rural cooperative medical system in ChangYang County, is lower than the national level, but higher than Hubei province. ChangYang county is one of the minority poverty areas and the level of its economicdevelopment is lower than the average level of Hubei Province, but the operation effectof the new rural cooperative medical system is better than the Hubei province, thisreflects that the new rural cooperative medical system has powerful policy and it alsofully proves the important role government plays in the system. At the beginning, thegovernment began to tilt to the central and western regions, poverty areas, and the grantfunding has increased year by year, the government of Chang Yang county actively inresponse to the central central government’s call, to explore an effective model of newrural cooperative medical system suitable to itself according to their own situation.From the evaluation results we can also see that the operation effect of Chang YangCounty is lower than the national average level. we need to find the reasons in itself,seeking the experience from the advanced counties, improve the current model, let thenew rural cooperative medical care of Chang Yang County becomes better, and it canbe develops steadily. From the evaluation, we know that the implementation of the newrural cooperative medical system that is not completely determined by the level ofeconomic development, the effect of the new rural cooperative medical system alsoresults to the central government’s intervention, the local government’s attention, theintention, the local environment and so on.
