Yaan Rain City New Rural Cooperative Medical Insurance Fund Use Performance Evaluation Research

The new rural cooperative medical insurance is a current medical insurance system of rural residents in China, which is the rural medical fund, collected by the government, farmers; can be used to reduce rural residents’medical risks, is an important component of China’s medical insurance system. The implementation of new rural cooperative medical system plays a very important role to reduce the burden of farmers to see a doctor and have improved farmers’ health level. However, the management is the core of the new rural cooperative medical system, which can keep the system running smoothly, and benefit farmers consequently. Whether farmers can be compensated by medical fund to reduce the burden of seeing a doctor depends on the new rural cooperative medical fund can be used effectively. The usage of medical fund performance evaluation is to better the new rural cooperative medical system further and ensure the reduction of farmers’medical burden and illness risk, meanwhile to meet the purpose of narrowing the gap between urban and rural area, maintaining society harmony, by finding out factors affect the performance and taking measures.Basing on the theory of quasi-public products, fund of medical treatment insurance theory, input-output theory, and consulting relevant articles, the performance evaluation system is built for new rural cooperative medical system, which is divided into two categories, input and output, and 11 indexes in total. The total score of medical fund performance can be calculated by factor analysis method combined with the regression analysis, on the basis of Yaan city 2007-2015 new rural cooperative medical funds data, using principal component analysis to extract the two comprehensive indexes that are degree of farmers’benefit and expense reimbursement; and find the main factors affecting the medical fund performance by regression analysis. All measures and suggestions are brought up by analysis consequences. The analysis result of Yaan city new rural cooperative medical system indicates since 2007, the medical fund usage performance has been on the trend of first increase then decrease on the whole, in the process of operating medical fund, there are issues like low fund financing level, the fluctuant falling state of the proportion for farmers compensation and reimbursement, and the high balance ratio that does not meet the national requirements. The regression analysis results show that the main factors influence the medical fund performance are medical fund utilization rate, per capita cost management, financial subsidy proportion, and the influence is decreasing orderly.With the purpose of resolving problems in new rural cooperative medical system and the main influential factors in medical fund usage performance, and further improve the medical fund performance, we can start from below:appropriately increase in the amount of financial aid extension fund financing channels; reasonably adjust the compensation plan,and improve the level of actual compensation; unified management of medical insurance agency institutions, to reduce the fund management cost; to speed up the medical insurance system of informatization construction, establish a long-distance real-time quote information platform.
