With our people’s living standard gradually improved, most of us havesolved the problem of food and clothing. Instead of the quantity of food, peoplehave been paying more attention to the quality of food, thus, nutrition and safetyof food have been given higher attention. However, give a review to the pastmore than sixty years; overall, China’s food safety security environment is stillnot optimistic. Since2003, a large number of food safety problems have beenexposed, food safety accidents have been frequently occurred, which seriouslyaffecting people’s trust in food safety, and even affecting the government’scredibility. Media focuses on food safety issues, which takes public attentioncloser to food safety. In order to reduce food safety risks, improve the currentfood security environment and reshape people’s confidence in the food safety,Food Safety Law of People’s Republic of China has been passed in2009. Thislaw formally identified a division of labor of the food safety regulatory system.According to the stage of food circulation (food production, food distributionand food service), the food safety regulatory responsibilities are respectively given to Administration of Quality Supervision and Quarantine of the P.R.C.,State Administration of Industry and Commerce and China Food and DrugAdministration. After four years of practice, in the current food safetysupervision system, China’s food safety environment did not achieve a markedimprovement; therefore, people’s confidence in the domestic food safety has notbeen restored. It’s necessary to discuss the rationality of the current division oflabor system.Firstly, research background and significance of division of labor of thefood safety regulatory system are introduced in this essay. It analyzes the statusquo at home and abroad, and overview relevant theories and concepts. Ananalysis of current foreign division of labor of food safety regulatory system andthe evolution of our regulatory system are also discussed. This essay starts frommonitoring role of AIC, focusing on the analysis of its supervision with cases.The rationality of China’s current division of labor of regulatory system isanalyzed, also the existing problems of the said system is identified. Suggestionsare given on legal support, division of authority, professionalized supervisionand information disclosure which is of help to improve current regulatorysystem. This essay aims to give some contribution to the improvement ofChina’s regulatory system of food safety.
