The Study About Coal Resource Type City’s Sustainable Development Based On Governance Reform Perspective

Coal resource’s city has made outstanding contributions for our modernizationconstruction and energy security. But at the present stage of coal resource’s city isfaced with severe challenges of sustainable development. This article from the reformof Chinese government governance mode, combs the evolution process, to developingin response to the realistic national conditions, combined with the new structure ofeconomic theory, put forward to guide government is developing future effectivegovernment governance mode. The author thinks that simply relying on market forceshave been unable to get out of this dilemma, we must rely on the government’s powerto guide. Then from the point of view of governance we discuss the coal resource’scity development.we find that the present stage development predicament due to beinappropriate governance mode. We propose to transform the pattern of governanceand establish guidance type government. Through the industrial policy, talent policy,financial and taxation policy to guide the coal resource’s city sustainable development.This paper is divided into five parts:Part one is the introduction, in the simple account of the background, on thedomestic leading government, governance and resource type city sustainabledevelopment research, and the research significance of this article uses the researchmethod and thinking.The second part first elaborated the governance reform, and a review of thedomestic and foreign different government governance reform. Aimed at developingrealistic national conditions, combined with the new structure of economics, putforward to guide government governance mode.In the third part we explore the coal resource type city sustainable development.Firstly this paper discussed the development of resource city characteristic and therule, and discusses the particularity of coal resource type city. Then it reviews thedifferent government governance mode for coal resource style city developmentinfluence. Then we discusses from the theoretical perspective of new structure economics path selection of sustainable development of resources city and the roleorientation of government in this process.In the fourth part, we mainly discussed the coal resource’s city sustainabledevelopment predicament at present stage from the aspects of governance. We thinkit is be inappropriate government governance mode resulted in the coal resource’s citysustainable development predicament.Then from the perspective of game theory weanalysis of the cause of malposition of the government function,and based on theguidance of government theory we proposed to optimize the path.The last part is based the above analysis, we propose the coal resources citysustainable development policy. And through the industrial policy, talent policy, taxpolicy, financial policy and regional planning realise the coal resource ’s citysustainable development.
