The Research Of The Government Functions In Supply-side Reform Of Coal Resources Development In Heilongjiang Province

Because of heating in winter and thermal power generation,coal resources in Heilongjiang Province have laid a foundational position for energy consumption in the other region and are of irreplaceable importance in the life and industry.At the Fifth Plenum of the 18 th Central Committee of the Communist Party of China,the central government regarded supply-side reforms as policy direction of national macro-control,the same as coordinating demand expansion,stressing that supply-side reforms should be implemented to promote sustained and stable economic growth.Based on the current supply-side reform strategy,Heilongjiang Province has advanced supply-side reform of coal resources development deeply.As an old industrial foundation in northeast China,local governments that has been affected by previous plan economic system controlled natural resources,and a series of problems have emerged during the process of supply-side reform of coal industry.In the current stage,the problems need to be resolved in supply-side reforms.The following effect of the supply-side reform of the local coal resources industry and the full implementation of government functions have important relations.This requires that the government changed the focus of functions,further optimized government functions,and transformed government functions,and ensured the harmonious and healthy development of the economy,society,and the environment.Based on the relative literature of supply-side reform and government functions,the paper investigated the government functions in the supply-side reform of coal resources development in Heilongjiang Province.Using interview method in deep and grounded theory,interviewed 8 senior executives that is from 5 state-owned coal enterprises in 3 major coal-producing areas in Heilongjiang Province,and applied semi-structured interview.Through the procedures and methods of grounded theory to encode the research data collection analysis,using research methods and research tools,analyzed the goal in the supply-side reform of coal development of Heilongjiang provincial's government functions,pointed to the advantages and disadvantages ofgovernment functions in the reform process,and the functional focus and improving direction of government functions.Finally,refer to the result of the analysis,the paper tries to make the analysis that provide suggestions and countermeasures to the government functions,so as to provide a reference for the adjustment of the government function in Heilongjiang Province.
