Secondly, this thesis involves thestudy of strategic management theory (SMT), it founds that the utilization of SMT willbenefit DIRI dramatically. Thirdly, this paper also uses research method such as pestmethod, experience summary method and so forth, to carry out detailed study on externalenvironment, inner environment as well as industrial environment of DIRI in Hebeiprovince. This leads to the summary of advantages, disadvantages, opportunities andthreats of DIRI in Hebei province. Following that, this thesis also brings swot model toformulate the strategic combination of enterprises under different environmental factors. Based on this, the development strategy of DIRI in Hebei has been established. Finally,this paper established a complete set of management system and safeguard measures toensure the implementation of the strategy. More specific, this will be realized by thefollowing methods including innovation and business development. Firstly, it suggestsstrengthening mechanism and perfecting the management system of construction. Then, itguides to strengthen the team construction and lay solid foundation of human resources.Followed by that, it calls to strengthen the consciousness of protection of intellectualproperty rights and strive for policy and funding for the smooth development of DIRI.This is accompanied by increasing investment in infrastructure, Set up financialmanagement system, Strengthening the enterprise culture and so forth.
