Economic Growth Mode Transformation Research In Shaanxi Province Under The Background Of Low-carbon

Shaanxi province has a unique geographical advantage and resource endowment,becoming one of the five pilot provinces across the country, it’s also the energyconsumption province, causing the larger carbon emissions. The contradictionsamong energy, environment and the economy development has been increasinglyprominent. So based on the analysis of the overall low carbon economic developmentin Shaanxi province, analyzing the coordination of eight pillar industries in Shaanxi,then putting forward Shaanxi should transform economic growth mode to achievesustainable development.Under the background of the national and local governments actively advocateto construct low carbon economy, First of all, this article analyzes the general socialdevelopment situation in Shaanxi from three aspects, including the regionalcharacteristics, resources endowment and the economic situation, and puts forward tothe favorable conditions of developing low carbon economy in Shanxi. It buildslow-carbon development level index system from three angles, including low-carbonconsumption, low-carbon output and low-carbon resources. Then compares andanalyzes five pilot provinces of national low-carbon development, concluding that theoverall level of low carbon development in Shanxi Province and the existing problems. Secondly, analyzing the low-carbon economy states of pillar industry in Shaanxi fromthree aspects, including economy, carbon emissions and energy consumption. On thebasis of this, studying deeply the coordination development states of eight pillarindustries. This article selects the directional distance function to measureenvironmental technology efficiency value, taking capital, labour and energy as inputindicators, GDP and pollutants as output indicators, then uses MAXDEA software tocalculate the environmental technology efficiency value to reflect the coordinateddevelopment status of pillar industries, conclusing that pillar industries has thepressing needs of transformating the economic growth pattern. Finally, puttingforward the transformation direction of economy growth pattern in Shaanxi to realizethe sustainable development of the entire province economy, and putting forwardconcrete transition way of low-carbon economy growth pattern in Shanxi from fiveaspects,including policy, industrial, energy, technology, pilot construction and so on,in order to achieve a low-carbon economy carry out smoothly in Shaanxi, providingreferences and basis for the province’s economic growth mode transformation.Through the study in this paper, Shaanxi should construct the low-carbon growthmodel to realize growth pattern transformation and economic sustainabledevelopment from five aspects, including improve low carbon policy system,optimizate low carbon industry system, construct low carbon energy system, establishtechnology system and speed up the low carbon economy pilot and base construction,to provide evidence for relevant decision-making and support.
