The Research Of Hubei Economic Development Transformation Based On The Low-Carbon Economy

From the "United Nations Convention on Climate Change" to "Kyoto Protocol", and then to Copenhagen, governments and peoples around the world deal with how to address climate change efforts .The concept of low-carbon economy, first published in Britain the "Energy White Paper" in 2003. First of all that, it is a new approach to development, by improving energy efficiency, developing clean energy sources to achieve economic development, a model is to achieve economic, social and environmental harmony to development.Hubei is in the stage of rapid industrialization and urbanization, in the current and future long period of time, rapid development is still the main theme. Hubei is also the poor province of energy and environmental pollution, the higher energy demand and carbon emissions will be restricting rapid development of Hubei, in the face of coal shortage, depleted oil and less gas and increasingly serious environmental pollution, Hubei accelerate economic development in transition to low power, low emissions, low pollution, low-carbon economy development has become essential.In this paper, based on the theory of low-carbon economy,First analyze the relationship of the energy consumption and the economic growth,environmental pollution in Hubei Province, pointing out that the development way of new low-carbon economy in Hubei is the urgent and necessary, and then separately from the industry (automotive industry), agriculture, services (tourism) of Hubei economy, analysis the methods to a low carbon economy and recommendations, followed by view of enterprises pointing out that the traditional performance evaluation system should be changed ,it is necessary to add carbon factor to the balance sheet, The final part is the policy recommendations and full text of conclusions.After the concept of low carbon economy was put forward, many experts at home and abroad to study this issue, but a region of low-carbon economic development research literature is still relatively few, especially from the perspective of low-carbon economy of regional industry, business transformation are extremely fewer, so the subject of academic research has a good value and practical significance.
