Global climate change is already threatening human survival and development. But all this closely related with human economic activities.Mankind must find a way to solve the sustainable development of economy. Low carbon economy has solved this problem. Since 2003, the British government put forward low carbon economy, it would be watching. U.N. climate change conference guide the low carbon economy theory to the world in December 2009 in Denmark Copenhagen. Low carbon economy is the product that human being face the crisis of climate change, which brings hope to mankind in or near the disaster of climate change under the arrival of it. Low carbon economy is a model of economic development which slowed the negative impact of human activities to nature in the process of economic growth--reduce carbon emissions.Many countries in the world have adopted some measures on low-carbon economy development. At present, China is the world's largest emitter of carbon. China has promised by 2020 unit GDP of Carbon dioxide emissions will be declined 40-45 percent than its' in 2005 of reducing carbon emissions. Shandong is a big province of China's population and economy and it should play their due role in reducing carbon emissions.In recent years, it began to appear about climate change and low carbon economy study, above all, it stayed in national large area level. It is blank about using the data of climate change to explore economic development of low carbon. This paper tries to explore restricting factors and development potential of which Shandong province develop low carbon economy under global climate change from provincial area, among them, and will be in-depth analysis to restricting factors and the development potential of which Shandong province develop low carbon economy. Shandong province is a big province of population and economy. In 2007, Shandong GDP is 25326 billion Yuan, after Guangdong province, which is the second nationwide. There is population of 9309 million which are the second in China. At the same time, there are similarities between Shandong economic structure and economic development pattern and china's.Therefore, the research of Shandong low-carbon economy development has not only practical significance to understand China's low carbon economy development in Shandong province, but also has the important meaning of the provincial economic development area of low carbon for the future. This article mainly includes the following aspects:The first part is introduction, which mainly accounts for the research background, analyses the theory connotation of low-carbon economy, reviews on the research progress of low-carbon economy, and determines the research contents and methods.The second part is the theoretical basis, which mainly includes the theory, regional sustainable development theory, the circular economy theory and environmental economics theory.The third part is Shandong economic growth to analyze the influences of carbon emissions which mainly discussed the influence factors of carbon emissions in Shandong province, including demographic factors is the biggest influence of carbon emissions In this chapter adopting one regression methods conducts regression analysis to Shandong economic growth and carbon emissions, and the results showed that the Shandong economic growth for carbon emissions presents phases, and the general trend down "U" type.The fourth part is to analyze Shandong province low-carbon economy development potential Shandong low carbon economic development potential for the future focuses on power, transportation and construction fields.The fifth part is to propose the corresponding measures on account of the current situation of Shandong province.
