The increasingly fierce competition for core talents between constructioncompanies results in severe core talents loss instead. The core talents loss will directlymake business management more difficult and increase business costs, thus hinderingthe development of companies and eventually causing a decline. The costs includes notonly the increase of visible cost but also that of recessive cost. Due to the invisibilityand difficulty in quantifying of recessive cost, business managers are lack of knowledgeof recessive cost of core talents loss and the management is inadequate. It is thebreakthrough point that to analyze recessive cost of core talents loss and calculate iteffectively, to change the implicit cost into explicit cost.According to the characteristics of construction enterprises, the paper defined theconcept of core talents, recessive cost, etc. systematically and scientifically. This essaydefines the recessive cost which is easy to quantify and that which is hard to quantify onthe basis of classified effects brought by the brain drain on the company. And itclassifies the cost easy to quantify according to the time order of happening. Meanwhileit establishes a function to calculate the recessive cost which is easy to quantify by usingCobb—Douglas production function and economic theory of immediate value of humancapital. It roughly classifies the cost hard to quantify and builds a constitution system ofit according to differences of nature. Prepare the investigation questionnaire throughLikert five scale and screen the component indexes of recessive cost that is difficult tocalculate, then it makes a calculating model by adopting the fuzzy comprehensiveevaluation. Moreover this model will be applied to real-life cases in order to take anempirical analysis of the recessive cost of core brain drain.Combined with practicalcases the paper proved the model for calculating the recessive cost of core talents losspractically. The study shows that to calculate the recessive cost of core talents losscomprehensively and accurately can strengthen the core talents management to someextent and has a certain model function to prevent the loss of core talents effectively.The model for calculating the recessive cost of core talents loss improves the recessivecost of core talents loss system in construction enterprises, providing a basis forenterprises managers to review core talents value and calculate the recessive cost ofcore talents loss objectively.
