As part of the island, uninhabited islands and its rational developmentare important which will affect the development of ocean industry inChina. At present, only few uninhabited islands are developed,let alonethe successful examples. Therefore, it has become an important topic toresearch its tourism development, summarize the investment mode andpropose appropriate ways of risk aversion.Through the collection and analysis of relevant literatures, this studysums up the main typical case of foreign uninhabited islands and dividesdomestic uninhabited islands into three types. From the standpoint of themicro and macro aspects, we propose several means of risk aversion.Besides, combined with the unique characteristics of uninhabited islands,we build the Investment Risk Evaluation System though the discussionwith experts. The risk is analysized from several aspects. Using analyticalhierarchy method, the investment risk evaluation model is constructed byYaahp software, and ultimately the weight of each risk factor isdetermined.This study takes Quanzhou Dazhui island as an example, analyzing theinvestment risk of its tourism development, proposing response measuresand establishing the risk monitoring system on the basis of the datacollection and Site visits. The results show that the investment risk is low,and Dazhui island has a high potential for tourism development. So it canbe developed well with reasonable tourism planning and detailed analysisof each risk factor.
